Performance Based Service Acquisition

Course Length: 2.5-Day Workshop

The 2.5-Day workshop incorporates concepts found in GSA’s on-line tutorial Seven Steps to Performance Acquisition; DoD’s Guidebook for PBSA, and many other references to addresses the process of Performance-Based Services Acquisition.  Requiring activities and functional specialists charged with writing Performance Work Statements are prime candidates to attend.   Contract specialists, who are unfamiliar with the performance-based technique, will also learn valuable lessons to help their customers develop performance-based requirements documents.  The process begins with a 4-step requirements analysis to: (1) determine required tasks and state them in performance terms; (2) identify appropriate commercial or other performance standards and (3) metrics by which to measure performance; and (4) identify the need for a performance incentive and the appropriate type to use.  These key information items form the Performance Requirements Summary, a matrix, which allows the writer to go on to develop both the draft PWS and the Quality Assurance Surveillance Plan (QASP)- also know as a Performance Assessment Plan.  Next, the information from the PRS is integrated into a standard six paragraph PWS.  Organizing a logical requirements document is a key customer task. Then, the Workshop focuses on Performance Assessment Plan requirements.  The Performance Assessment Plan center on the Government’s assessment of ‘how well’ the contractor’s performance meets the requirement.  This section includes discussions concerning the Contractor Quality Control Plan, using the PRS matrix to identify tasks requiring Government oversight, and detail concerning surveillance methods.

A final presentation provides perspective on the use of incentives.  Questions such as: “Do I need an incentive?” “What incentives are available?” and more are addressed  

Presentations describe the advantages of performance requirements to streamline acquisitions.  Workshop discussions bring Federal Acquisition Regulation-based requirements and concepts to the point of practical application by those tasked to develop requirements using performance-based techniques.  With notice, BRTRC will use an Agency requirement as the case study for the workshop.  Learning objectives are reinforced through in-class examples and workgroup exercises.
