Performance
Work Statements Description: This 2-Day workshop addresses the concerns of a multifunctional workgroup tasked to develop a draft Performance Work Statement (PWS). As such, requiring activities and functional specialists charged with the development of the PWS are prime candidates to attend. The process begins with a 4-step requirement analysis to: (1) determine required tasks; (2) identify tentative performance standards and (3) metrics by which to measure performance; and (4) identify data, workload, equipment and facility requirements. Next, the information from the 4-Step analysis is integrated into a standard six- paragraph PWS. The workshop discusses the What, Where and How of PWS format and then uses information from the analysis to form the draft PWS. Finally, the Workshop focuses on Quality Plan requirements. The Quality Plan includes requirements for a Contractor Quality Control Plan, identification of tasks requiring Government oversight and a discussion of surveillance methods from a perspective of resources and effectiveness. A crosswalk ensures PWS-Quality Plan connectivity. Presentations describe the advantages of performance requirements to streamline acquisitions. Discussions bring FAR-based requirements and PBSA concepts to a practical application. Learning objectives are reinforced through in-class examples and an integrated workgroup exercise.
